It is undesirable that this system should be resurrected as officers elsewhere in the Colonial Service have a claim to consideration for these posts.

It is, however, essential that the creation of such additional posts should be justified on the ground of responsibilities and superior duties and not merely to create promotion prospects for Class II cadets. It was in order to ascertain this that the enquiry in paragraph 6 of No. 264 was made, and it is certainly not suggested that these posts need be designated. If the Governor is satisfied that sufficient posts with more responsibilities are justified I can see no objection to increasing the number of Class I cadetships as proposed.
